Good newsletter management software will allow you to integrate with your website cms and upload you own design files easily. You should also be able to categorise your contacts and then send newsletters to these lists.

Once sent you should be able to monitor the number clicked, opened, forwarded so you can measure the effectiveness of the campaign.
